Gaza Genocide Declarations: Since Israel's military campaign in Gaza began after Hamas's October 7, 2023 attack, a growing number of UN bodies, international and Israeli human rights organizations, genocide scholars, and humanitarian coalitions have formally concluded or alleged that Israel's conduct meets the legal definition of genocide under the 1948 Genocide Convention, citing mass civilian deaths, forced starvation, and destruction of hospitals and infrastructure as evidence; Israel, the United States, and other allies strongly reject the characterization, and the International Court of Justice case on the question remains unresolved.

UN Commission of Inquiry on the Occupied Palestinian Territory: Its September 2025 report concluded Israel committed four of the five genocidal acts defined by the Genocide Convention, with Chair Navi Pillay stating "it is clear that there is an intent to destroy the Palestinians in Gaza," and named Netanyahu, Herzog, and Gallant for incitement to genocide.

Francesca Albanese: The UN Special Rapporteur on the OPT's March 2024 report "Anatomy of a Genocide" found reasonable grounds that Israel's actions meet three of the five genocidal acts, calling the campaign "an escalatory stage of a long-standing settler colonial process of erasure."

International Association of Genocide Scholars: On September 1, 2025, 86% of its roughly 500 voting members, including Holocaust scholars, passed a resolution declaring "Israel's policies and actions in Gaza meet the legal definition of genocide."

Amnesty International: Its December 2024 report "You Feel Like You Are Subhuman" concluded Israel committed three of five genocidal acts, citing the use of starvation as a method of warfare against Gaza's population.

Human Rights Watch: A December 2024 report found Israel's deliberate deprivation of water in Gaza "is nothing short of the crime against humanity of extermination, and an act of genocide," pointing to destroyed water infrastructure and blocked fuel and aid.

B'Tselem: The Israeli human rights group concluded in July 2025 that the war marked a shift in policy "from repression and control to destruction and annihilation" of Palestinians in Gaza.

Physicians for Human Rights Israel: In July 2025 the group's director, Guy Shalev, said reaching a genocide conclusion was painful as "the grandson of a Holocaust survivor," citing the systematic dismantling of Gaza's electricity, water, and healthcare systems.

Medecins Sans Frontieres: The medical charity has used the word genocide repeatedly since 2025, stating in April 2026 that Gaza faces "a deliberate pattern of genocide and suffocation of life" driven by the destruction of its health system.

Genocide Watch: The watchdog issued a Genocide Emergency Alert for Israel and Gaza in October 2023, assessing the conflict at Stage 9 (extermination) on its ten-stage genocide framework and later escalating its emergency designation as the war continued.

Lemkin Institute for Genocide Prevention: Named for Raphael Lemkin, who coined the word genocide, the institute issued an early Red Flag Alert on Gaza in October 2023 and later welcomed the UN Commission of Inquiry's 2025 genocide finding.

Center for Constitutional Rights: The US legal group's November 2023 lawsuit against the Biden administration argued there was "a plausible and credible case" that Israel was perpetrating genocide, citing continued US weapons transfers.

Euro-Mediterranean Human Rights Monitor: The Geneva-based monitor has formally urged the United Nations and EU member states to recognize Israel's actions in Gaza as genocide.

International Court of Justice: In January 2024 the ICJ ruled it "plausible" that Israel's conduct in Gaza could violate the Genocide Convention and ordered provisional measures, but the South Africa v. Israel case remains open and the court has not yet issued a final ruling on whether genocide has occurred.
